Kitchen renovation in Dubai: what needs a permit or an NOC

For kitchen renovation in Dubai, the Municipality's answer turns on one question: does anything move? Administrative Resolution No. (109) of 2022 lists the maintenance of electrical works, of sewerage and sanitary installations and of air conditioners among the basic maintenance works that need no permit and no completion certificate. The one condition is that a contractor pre-qualified by Dubai Municipality carries them out.

Kitchen renovation in Dubai: what each developer allows

The Municipality is half the answer. In a managed community the master developer decides what a kitchen may change, and the developers that publish their rules draw the line in different places. Where a community names kitchens, cabinets or counters in its own rules, we set that out below.

Emaar communities

Emaar's Home Modifications factsheet needs no NOC for internal painting, furniture installations, electrical fixtures and accessories, or regular maintenance, but every contractor still needs an Entry Permit, even for work that needs no NOC. In apartments the factsheet does not permit structural works or the removal of walls, the removal of existing tiles (new tiles may be laid over them), or the removal, relocation or coverage of MEP and fire-fighting systems. Where an NOC is needed, Emaar charges AED 1,000 for minor works or AED 2,000 for major works, deducts its non-refundable AED 500 review fee from that total, and processes the NOC within 3 business days of complete documents. The standard service does not cover Burj Khalifa, Emirates Hills or Dubai Hills Plots.

Nakheel villa communities

Nakheel's 2023 villa design codes for Palm Jumeirah, Jumeirah Park, Jumeirah Islands, JVT, Al Furjan and Nad Al Sheba Villas listed the refurbishment of kitchens without wall layout alterations, and the replacement of cabinets, among works that needed no NOC, with a gate pass still required; Dubai Holding, which now manages those communities, keeps like-for-like replacement permit-free in its FAQ and asks for an application for anything beyond maintenance and repair. Where a Nakheel villa kitchen does need approval, the published chain runs from the Nakheel NOC to a Trakhees Modification Permit, not a Dubai Municipality one. Those codes date from 2023, and the 2026 Dubai Holding Community Management rulebook now governs the same communities, so confirm with the community which document it applies to your job.

Town Square

Town Square's homeowner manual sorts alterations into tiers and names kitchens in each. Removing or replacing kitchen counters or a customised island is major work, at AED 2,000 with an AED 5,000 deposit and 5 working days. Removing and replacing kitchen cabinets is minor work, at AED 1,000 and 2 working days. A readymade kitchen island is a home improvement at AED 160. The penalty for an unapproved major alteration is AED 50,000. In Town Square apartments floor tiles may not be removed or replaced, though new tiles can go over the existing ones everywhere except the balconies. JVC and the Dubai Properties communities

JVC has no villa design code, and neither do Mudon, Villanova or Serena, so the 2026 DHCM rulebook is the whole rule set there. It asks for an application before any refurbishment, structural or not, other than maintenance and repair. A kitchen refit that leaves the structure, the facade and the common areas alone is a minor modification; if it runs beyond one day it needs a Minor Modifications Permit, valid for up to 7 days unless extended in writing. Work without approval carries a published penalty of AED 2,000.

Can I move a sink, a hob or a gas line in Dubai?

Yes, with the right trades and approvals, and in some buildings not at all. Relocation is not on the Municipality's basic maintenance list, which covers maintaining the installations already there. Gas pipework has a contractor class of its own: Dubai Municipality lists Central Gas Distribution Networks Contracting, activity 453025, apart from building contracting and interior decoration. In an Emaar apartment, relocating MEP systems is not permitted at all, which rules out moving the sink's water and drain lines.

Power is DEWA's side of the job. A kitchen that needs more electrical load goes through DEWA's Getting Electricity Permits and Connections service, which handles additional-load requests. Only an enrolled consultant or contractor can apply, applying is free, and any connection cost comes as an estimate that the owner pays. In DEWA's own description of the process, the owner's part is to appoint the enrolled contractor.

Abu Dhabi runs the same kitchen the other way round: even a refit that keeps the layout goes on a Maintenance Permit that the contractor files. The Abu Dhabi permits page sets out that route.

What does a kitchen renovation in Dubai cost?

The published bands are Dubai figures, because the companies that publish them work here. A small kitchen with new cabinets, lighting and paint starts at AED 12,000, and a 3 x 3 metre kitchen with worktops and plumbing from AED 15,000. One company publishes a full kitchen with design, cabinets and appliances at AED 25,000 to 40,000; mid-range kitchens run AED 45,000 to 120,000 across several sources. Can a Dubai villa have a separate kitchen building?

Yes, but that is new construction, with rules of its own. Part K of the Dubai Building Code, 2021 edition, lets villas and townhouses build annexes without any setback from the plot boundary, and names external kitchens among the permitted uses. The annex must stand at least 1.5 metres from the main villa, may not exceed 60 percent of the main building's gross area, and may not be taller than 5.5 metres. New building work sits outside both the maintenance and the décor exemptions, so an annex kitchen needs a permit and belongs in the brief from the start.
