Abu Dhabi
Abu Dhabi puts a kitchen refit through one of two permits, and the layout decides which. Keep the walls and the contractor files it; move them and only a design consultant can.
Permits first
A kitchen renovation in Abu Dhabi is sorted by a test the Department of Municipalities and Transport writes itself. Its Maintenance Permit covers maintenance, improvements or decor, provided the work does not change the interior spaces, create openings in the existing building or affect its structural safety. A kitchen that does any of those is a Building Permit job, under the sub-service for internal or external modifications without additions.
Who applies for a kitchen permit in Abu Dhabi?
Not the homeowner. DMT's Building Permit Services Procedures Guide names the contractor as the applicant for a Maintenance Permit, which can be requested at any time and without registering a project, and the design consultant as the only applicant for a Building Permit. DMT publishes a service time of 7 working days for the Maintenance Permit in Abu Dhabi, 5 in Al Ain and Al Dhafra, and 10 for the Building Permit. The electrical rules add a second test. Under Abu Dhabi's Electricity Wiring Regulations 2020, any increase of more than 10 percent of a home's total connected load, or of the connected load on any distribution board, must be approved by the distribution company, which has traded as TAQA Distribution since January 2025. Work on the installation may only be done by licensed contractors that the distribution company has assessed and approved, and after any alteration the licensed contractor issues an amended Electrical Installation Certificate.
The regulations carve out one thing: repairs of an essential nature on a like-for-like basis. Adding an induction hob or a second oven is the kind of change to check against the 10 percent line before the appliances are ordered, because the regulations want the design approved before construction starts.

Gas has its own step inside the permit system. DMT's MePS catalogue lists a request for Abu Dhabi Civil Defence gas drawings approval, service PSHDA-6, beside its preliminary and shop drawing approvals. The authority behind it is the Abu Dhabi Civil Defence Authority, not Dubai's Civil Defence. If your kitchen's gas pipework changes, ask whoever files the permit whether that approval is in scope before the contractor prices the job.
All 15 Aldar Estates community handbooks we read carry the same clause: owners must not, without the prior written approval of the Owners Union Director, carry out alterations, additions or renovations, or install fittings or fixtures that deviate from the approved plans and specifications. A new kitchen layout is that kind of deviation, and new fittings can be.
The penalties are published as well. Starting work without the Review Committee's approval means the project is stopped and fined AED 10,000, plus AED 400 to 4,000 for each further 30 days, under Article 72 of Law No. (3) of 2015. Al Ghadeer's handbook adds its own AED 800 plus the cost of repair for unauthorised alterations. What Aldar does not publish is a renovation NOC fee, a turnaround or a deposit amount; the handbooks say only that owners may be required to pay a refundable deposit.

A kitchen at Saadiyat Beach therefore gets two fewer hours of noisy work each day than one at Mamsha on the same island. Demolition and cutting are the noisy days, so a contractor who knows the cutoff plans them first.
Al Reem Island has sat inside ADGM's jurisdiction since 24 April 2023, under Cabinet Resolution No. (41) of 2023, and ADGM's real estate framework runs across Al Maryah and Al Reem Islands. A kitchen in a Reem tower therefore answers to ADGM's Strata Title Regulations 2015 as well as to the tower's Owners Union. ADGM issues no building permits, so the permit itself still runs through DMT. At Gate & Arc, noisy works are prohibited from 8 pm to 8.30 am on working days and from 8 pm to 10 am at weekends and on public holidays, and each lift booking for moving in or out is capped at two hours, booked five business days ahead. Plan the cabinet delivery around that booking.
None of the companies on our price guide publishes a separate kitchen band for Abu Dhabi, so quotes here are confirmed per emirate. The UAE figures companies publish are for Dubai: from AED 12,000 for a small kitchen with cabinets, lighting and paint, and AED 45,000 to 120,000 for a full mid-range kitchen. One Abu Dhabi line belongs in every quote: getting the old kitchen off site legally. DMT's Administrative Decision No. (220) of 2024 fines the dumping of construction debris in the wrong place at AED 100,000 for a first offence. Tasareeh, Aldar's delegated permit reviewer, adds paperwork on the plots it covers, which are not all of Abu Dhabi: its service card for the maintenance permit asks for a contract with a waste transporter approved by Tadweer and a waste management plan on Tadweer's template, and its published fee schedule puts a building maintenance permit at AED 2,000.

Replacing cabinets without changing the layout falls within the Maintenance Permit's published scope of maintenance, improvements and decor, which the contractor files. The published cabinet prices are Dubai figures: a cabinet makeover at AED 5,000 to 15,000, and a small kitchen with new cabinets from AED 12,000. In an Aldar community, check that the new units do not deviate from the approved plans and specifications, because fittings that do need the Owners Union Director's written approval first.
In Dubai, maintaining a kitchen's electrical, sewerage and sanitary installations needs no Municipality permit when a pre-qualified contractor does it. Abu Dhabi has a named permit for the same refit and a published service time for it, and a design consultant takes over as soon as the layout changes. The permit
The contractor must be registered in the Municipal Electronic Classification System, MeCS. You sign an assignment letter appointing it, as owner, representative or tenant.
On the plots Tasareeh reviews, its service card lists the site plan, your ID, architectural drawings, a health and safety plan, the contractor's commercial licence, and the Tadweer waste contract and plan; elsewhere the contractor confirms the list on TAMM.
DMT publishes 7 working days for a Maintenance Permit in Abu Dhabi; on Tasareeh's plots that splits into 2 working days for a project coordinator's review and 5 for a site inspector.
Authorised working hours apply. Working outside them needs a separate permission to extend the authorised hours of work.
If the electrical installation changed, the contractor issues an amended Electrical Installation Certificate with amended inspection and testing reports.
