In Sharjah the gas, the water and the power answer to one authority, and the Municipality prices each modification case by case, with no published fee table. Here is what that means for a kitchen.
Permits first
A kitchen renovation in Sharjah answers to Sharjah City Municipality for the building and to SEWA for every service the kitchen uses. What it does not answer to, on anything published, is the developer. That is the reverse of a managed community in Dubai, where the developer's NOC sits on top of the Municipality's rules.
Is there a developer NOC for a kitchen in Sharjah?
Not a published one. None of Sharjah's master developers publishes a homeowner alteration or NOC process: we checked Arada, Alef Group, Majid Al Futtaim, Diamond Developers with Shurooq, Eagle Hills and Tilal Properties. The approvals that are published belong to Sharjah City Municipality and to SEWA. Ask your community office in writing before work starts and keep its reply. Sharjah City Municipality sorts home work by what it changes. A residential renovation is a maintenance permit, which the Municipality places with its Inspection and Follow-up Section and backs with a refundable engineering deposit. It publishes no list of kitchen works that fall outside that permit, so ask the contractor to confirm in writing whether your refit needs one.
A kitchen that changes the layout or the structure leaves the maintenance route. It needs engineering drawings approved through Approval Engineering Drawings, the Municipality's service for modification and expansion projects, and then a building permit, and only an engineering consultancy accredited with Sharjah Municipality can file them. For a modification, the fees and any violations are calculated by the Municipality's own engineers, who send the consultant a payment link once the documents are complete. No fee table is published, so nobody can price that permit for you in advance.

SEWA is the Sharjah Electricity, Water and Gas Authority, so every service a kitchen draws on sits with one body. Its published gas requirement for building projects is a copy of the affection plan and two sets of gas connection drawings sealed and approved by the consultant, with the supply coming from Sharjah Gas Distribution Networks, which covers all parts of Sharjah. The Municipality's building completion certificate asks for a SEWA gas inspection certificate beside the electrical and water ones.
SEWA's portal keeps consultant, main contractor, owner and tenant accounts apart, and it does not accept offline or counter applications for new connections. If your kitchen's gas point, supply or meter changes, the drawings come sealed by a consultant, so ask for that filing to be named in the quote with a price against it.
Sharjah licenses contractors in two steps. Sharjah City Municipality classifies them in numbered categories, and SEDD, the economic development department, completes the licence after the classification certificate is issued; the Municipality publishes an Inquiry About Classification Certificate service for those certificates. It also publishes lookups for contractor violations, and they matter: an open violation blocks a contractor's permits, and a contractor named on a deposit receipt must be clear of violations before the deposit comes back.
The UAE government portal states that foreign nationals in Sharjah do not own property outright but hold a right of usufruct for up to 100 years, under Executive Council Resolution No. 26 of 2014, within areas the Government of Sharjah specifies and after the Ruler's special approval. At least one developer, Alef Group at Hayyan, advertises freehold ownership for its own community, and no authority source reconciles the two. Read your own title deed or usufruct contract for what it says about alterations before a contractor prices a new kitchen.
None of the companies on our price guide publishes a separate kitchen band for Sharjah, so quotes here are confirmed per emirate. The published UAE figures are Dubai ones: from AED 12,000 for a small kitchen with cabinets, lighting and paint, from AED 15,000 for a 3 x 3 metre kitchen with worktops and plumbing, and AED 45,000 to 120,000 for a full mid-range kitchen. Permit costs are not published either. Modification fees are set per application, and the refundable deposit comes back only when the site is clean and the contractor, if the receipt is in its name, has no outstanding violations. Ask each contractor to show both lines in the quote.

A cabinet-only job is the lightest kitchen work there is. If nothing moves, there is no gas or supply change for SEWA to review and no layout change for a consultant to file. The published cabinet prices are Dubai ones, a cabinet makeover at AED 5,000 to 15,000 and new cabinets in a small kitchen from AED 12,000, so ask for Sharjah quotes against the same scope. Check the contractor's classification before you pay anything up front.
The two neighbours publish opposite amounts. Ajman states a fee and a day count for its building services, down to the maintenance permit; Sharjah prices each modification by engineer assessment and publishes no fee table at all. Before work starts
Freehold deed, usufruct contract or tenancy: find what it says about alterations before anyone measures the kitchen.
Ask for the Municipality classification certificate and the SEDD licence, and check the Municipality's contractor violations lookup before you sign.
If gas, water or power changes, the quote should say who prepares the consultant-sealed drawings and files them with SEWA.
The engineering deposit comes back only once the site is clean and the contractor is clear of violations, so agree who cleans up.
